In
August 2016, many public video surveillance devices in Yinchuan City’s Yongning County were
intentionally destroyed. The case was finally solved after more than 3 months'
investigation. The Smart Image Control Project (Phase 2) setup by China
Security & Fire Technology Co., Ltd. (CSFT) played an active role in the
process. Thanks to the case’s success, several Yongning Public Security leaders
praised the Smart Image Control Project (phase 2) at the
project site.
After carefully field investigation, and comprehensive
analysis using the smart monitoring platform, video data mining and analytics platform, and simple vehicle checkpoint system implemented under
the Smart Image Control Project (Phase 2), investigators
found that cables and pipes at construction sites were also stolen in the area
covered by the video monitoring platform. Investigators realized that this was
a series of carefully planned highly professional theft cases, and the thieves
destroyed the video
monitoring system to hide their identity and the theft. The case was then handled under the guidance of Ningxia Autonomous Region’s Public
Security Department.
Policemen utilized the smart monitoring application
and face-detection system platforms, and quickly identified the routes the
thieves took, and fully understood their organizational structure. In the end two
gangs made up of 12 thieves in total were arrested. The two gangs had committed
over 100 theft cases, stealing goods valued over RMB1 million.
The Smart Image Control System utilizes Big Data analysis,
and the platform software can conduct deep data mining of surveillance video. Without such a system, investigators would have had to
manually search videos,
which would have consumed a lot of time and human
resource, and seriously affected their efficiency and ability to find clues,
thereby delaying the investigation process. After the system was commissioned,
policemen only need to enter parameters about a person, vehicle
characteristics and geographic information, and can quickly get relevant data.
This system can provide a lot of services, e.g., information collection,
storage, smart sharing, innovative applications and
deep data mining. It is extremely beneficial for public security work, and
enhances information investigation and case analysis level.
This case’s rapid resolution has strongly cracked
down on criminals, and safeguarded life and property in Yongning
